City seeks public opinion on Cathedral neighbourhood development

REGINA – The city is gathering public opinion on a proposed mixed-use development complex in the Cathedral neighbourhood on the corner of Elphinstone Street and 13th Avenue.

The four-storey building, proposed by JMA Architecture, would contain 29 residential units and two to four commercial units on the ground floor. The building plans also include an underground parkade and parking lot on the north side of the building.

If approved this means that the existing commercial building at 3504 13th Ave. and a house at 2064 Elphinstone would need to be bulldozed. This has some residents worried about their neighbourhood.

“It’s kind of heart breaking that they want to tear down this beautiful original house that’s been very well maintained. It represents the whole character of the neighbourhood and they want to tear that down and put up a parking lot,” said Barbara Kahan.

Kahan also argues that this goes against the Cathedral Neighbourhood Plan, which avoids rezoning residential property as commercial.

However the developer says they are working closely with the community association in planning the building before it goes to council.

JMA Architecture founder John McGinn says they’re hoping to bring the project to the city’s planning commission in November, and have it go before council in December.
