'I don't know what the system can do to protect our neighbours and to get him the help he needs,' said a resident of Toronto's Leslieville area about a prowler arrested yet again.

The accused has been previously charged in similar incidents that occurred between May and October 2021 in Toronto's Leslieville neighbourhood.
