WINNIPEG — Manitoba Opposition Leader Brian Pallister is promising a more open and transparent government if he wins the provincial election in April.
Pallister has released a list of 18 promises, including one to ensure politicians would be penalized if they broke election rules.
Former NDP health minister Theresa Oswald was found guilty in 2011 of violating a ban on government announcements by having an event too close to election day.

Oswald was not penalized, and Pallister says a Tory government would change the law to implement some sort of penalty — perhaps a fine.

Pallister also says he would give more power to the conflict of interest commissioner to investigate politicians and to ensure more government contracts were open to bidding.

The list of promises includes ones Pallister has already made, such as eliminating the per-vote subsidy for political parties, limiting Crown corporation advertising and having the auditor general review government ads to ensure they were non-partisan.
